KS-133 - Kansas Exercise Design for Operations Based Exercises
exercises represent the next level of the building block approach to
exercises. They are used to validate plans, policies, and procedures
solidified during discussion-based exercises. Operations-based exercises
– including drills, functional, and full scale exercises – clarify
roles and responsibilities, identify gaps in resources needed to
implement plans and procedures, and improve individual and team
performance. These exercises are characterized by actual reaction to
simulated intelligence, response to emergency conditions, mobilization
of resources, and commitment of personnel.
course builds upon the knowledge and skills developed in the Exercise
Design for Discussion-Based Exercises and the Homeland Security Exercise
and Evaluation Program (HSEEP) Training Course. This course will give
participants hands-on application of the design and development of
operations-based exercises, including management and operation of a
Simulation Cell (SIMCELL). The course includes a variety of
instructional strategies, including classroom lecture, exercise design
workshops, and demonstration of a group project. The course will
challenge participants to work effectively in teams, using the HSEEP
tools and templates, to design, conduct, and evaluate functional
