KS-133 - Kansas Exercise Design for Operations Based Exercises

Operations-based exercises represent the next level of the building block approach to exercises. They are used to validate plans, policies, and procedures solidified during discussion-based exercises. Operations-based exercises – including drills, functional, and full scale exercises – clarify roles and responsibilities, identify gaps in resources needed to implement plans and procedures, and improve individual and team performance. These exercises are characterized by actual reaction to simulated intelligence, response to emergency conditions, mobilization of resources, and commitment of personnel.

This course builds upon the knowledge and skills developed in the Exercise Design for Discussion-Based Exercises and the Homeland Security Exercise and Evaluation Program (HSEEP) Training Course. This course will give participants hands-on application of the design and development of operations-based exercises, including management and operation of a Simulation Cell (SIMCELL). The course includes a variety of instructional strategies, including classroom lecture, exercise design workshops, and demonstration of a group project. The course will challenge participants to work effectively in teams, using the HSEEP tools and templates, to design, conduct, and evaluate functional exercises.

Target Audience

The target audience includes local and state officials who are responsible for the design and development of exercises and/or the management of emergency preparedness exercise programs. 

Required Prerequisites

  • IS-315 CERT Supplemental Training: The Incident Command System (NEW) - You can opt out of the IS-315 if you have taken the G300 - Intermediate ICS class in the past and have it in your KS-TRAIN transcript.
  • Homeland Security Exercise and Evaluation Program (HSEEP) Training Course
  • KS-132 Kansas Exercise Design Course for Discussion-Based Exercises

All Independent Study Courses (IS) are available free online at http://training.fema.gov/IS/crslist.asp

This course is not a substitute for the Homeland Security Exercise & Evaluation (HSEEP) course, nor is it a classroom delivery of FEMA's IS-139 Exercise Design course.  This course takes the HSEEP and exercise design concepts of both courses and focuses on applying them to designing an operations based community exercise.

For most sessions, KDEM will set up lodging arrangements to be direct billed to us. Please look under the Registration Tab and then click on the Details Button for your session to be sure that lodging is available for the session you need to attend.

These rooms will be available for Kansas residents traveling 50 miles or more to attend this training. Arrangements for lodging cannot be provided if participant is using Federal preparedness grant funds for this training. Residents outside of Kansas and private contractors are not eligible for direct-bill lodging provided by KDEM.
